How to check a New Jersey roofer before you sign

The 13VH registration number, the written contract, and your right to cancel.

New Jersey requires home improvement contractors, roofers included, to register with the Division of Consumer Affairs under the Contractors' Registration Act. Registration numbers always begin with 13VH, and the law requires contractors to put that number on their contracts, signs and advertisements.

Step 1: Find and check the 13VH number

  1. Look for the 13VH number on the contractor's proposal, truck or website. If it is missing, ask for it.
  2. Search the Division of Consumer Affairs license verification database online, or call the Division at 800-242-5846.
  3. Search by the legal business name if you do not have the number; the name on a truck or website can differ from the registered name.
  4. Confirm the registration is current.

Step 2: Read the contract

New Jersey requires home improvement contracts above a small threshold to be in writing. The contract should include:

  • The contractor's legal name, business address and registration number
  • A description of the work, including materials and tear-off
  • The start date and the completion date
  • The total contract amount and payment terms
  • A copy of the contractor's liability insurance certificate
  • A conspicuous notice of your right to cancel

Any change to the work should also be in writing.

Three business days. You can cancel a home improvement contract before midnight of the third business day after you receive a copy. Cancellation must be in writing and delivered in person or by certified or registered mail. Refunds are due within 30 days.

Step 3: Watch for red flags

  • No 13VH number anywhere
  • A name on the contract that does not match the registration
  • Large cash deposits, or full payment before any work starts
  • Pressure to sign before you can check anything
  • Door-to-door offers after a storm

Is New Jersey moving to contractor licensing?

A 2024 law, P.L.2023, c.237, created a State Board of Home Improvement and Home Elevation Contractors and added a financial security requirement for contractor businesses. Parts of the new system are being phased in, so check the Division of Consumer Affairs website for the current status.
